Description: Jason is six feet even and 200 lbs, but seems taller and broader than that in the armor he usually wears. When his head isn't covered by a featureless red helmet, his short, black hair and blue eyes are visible. His most noticeable feature is a scarred-over "J" branded into his left cheek. He's broad-shouldered and well-muscled from years of fighting.
Physical changes: None for now!
Powers: Jason has no supernatural abilities. However, he was trained by Batman, AKA the world's most BAMF, so he knows quite a bit when it comes to fighting and strategy. His strength and endurance are impressive by normal human standards, and he's shown to be an expert tactician, organizing a militia that gave Batman a run for his money. Actually, "able to give Batman a run for his money" should count as a superpower in and of itself. So, there's that.

Hell Status: Hell Newbie
What Brings Them To Hell: He formed a militia, aided a supervillain in the production of a massive chemical weapon that would incapacitate the entire eastern seaboard, and cleared out a city with terror threats, all to stroke his own personal grudgeboner toward one man. Even after his redemption in canon (though I'm taking him from just before that point), he's shown having no moral qualms with killing people who get in his way, even if he technically wants to curb crime. He's a bit too violent and revenge-driven to be a Limbo Case.
The Pitch: Who doesn't love a classic hero-gone-bad story? At its core, that's what Jason Todd's tale is about. He had it rough from the start, born to an abusive family and orphaned early on, and he had to resort to petty crime to survive. It all changed when he was taken in by the one and only Batman, Bruce Wayne. Given a home, an education, and a position as Robin, the Boy Wonder, Jason had it pretty sweet. For a while.

Enter Joker, the DC universe's resident big bad. When the Joker blew up a school full of children, Jason, who had always been a good-but-misguided kid, decided he couldn't let him live. He ran after Joker, but was captured, where he was tortured for over a year in an abandoned wing of Arkham Asylum.

It's there that we get to see something both heartbreaking and fascinating: Jason's transformation from “hero” to “villain.” He goes from tearfully holding out hope that his idol will save him, to denial about the fact that he'd been replaced, to a blank-eyed husk who doesn't even need to be restrained any more to stay put. He even comes close to revealing Batman's secret identity before he's “killed.”

Long after his escape, the trauma Jason went through in the asylum haunts him every day, and shapes every bit of who he is. He's given into that “bad” part of him that Batman had tried to curb. He's deceptively smart, and he knows how to hit Batman where it counts, both emotionally and physically. He's ruthless and driven to the point of near-madness, but his fight with Batman reveals that he's not a lost cause. At heart, he's still a young man seeking approval from the person he looked up to, even if he himself doesn't want to believe it (yelling “Stop talking to me!” and “There's no helping me!” when Batman repeatedly offers to rehabilitate him, and saying similar things to Barbara Gordon).

Speaking of Barbara, she briefly brings out his soft side. They knew each other when he was Robin, and he displays fierce protectiveness toward her, despite their goals being at odds. She seems to be the first member of the Bat Family he reveals his identity to. He even seems willing, if only for a second, to indulge in nostalgia with her, asking her how Alfred is. But then it's gone, and he's back to convincing himself that killing Batman is what he needs to do.

He's a complex character, someone who paved his own road to Hell with good intentions. He may never be one of the good guys, but being stuck straight in the gray section of the moral scale makes him all the more interesting a character. His own internal conflict is just as great to watch as the conflict he causes with other heroes and villains.
Setting Fit: Jason would be an interesting addition to Hell because of his own skewed worldviews. See, he hates crime and criminals, but he's 100% willing to become a criminal himself to try and eradicate the problem. You know, like, with bullets. Like a sane person. But he's vengeful and single-minded, and pretty much just a shitty person when you get down to it, so he belongs in Hell even if he thinks he doesn't. Being around so many of the people he tried to stop would have him boggling, at least at first. He'd probably end up with a moral struggle: is it okay to let criminals do their thing in Hell, since they'd be doing it to other criminals, or should he still try and do something about it, since not every criminal is as deserving of punishment? That sort of dilemma is murky and difficult, so it'd be a focus once he's actually in the game.

On a more mundane note, he'd have to adjust to life doing silly community service shit. Since he was tortured by the Joker for over a year, he'd be adamantly against the torture option, forcing him to pick up litter and help old, evil ladies and all that crap. He's never been a very social guy, so that aspect of the game would help him come out of his shell and show off the personality he had before he was captured and brainwashed. Basically, he's gonna be going through the awkward transformation from "revenge-minded warlord maniac" to "bad guy, but fun to be around if you're on his good side."
